No começo da pandemia de Covid-19 houve quem sonhasse com a construção de redes de apoio mútuo, criadas e fortalecidas pela experiência de ser humano em um mundo pandêmico e fortemente conectado pela globalização. A vida concreta, no entanto, torrou as fichas de quem apostou nesse milhar, e testou os nossos instintos mais primitivos. Arrochados pela tensão psíquica e econômica do confinamento, não demorou para que contrariássemos o dito #fiqueemcasa e voltássemos às ruas, serelepes, pintando o que viria a ser o novo normal da Terra Brasilis. E novo era o velho hábito infantil, quando a testagem da paciência de papai/mamãe, figuras de autoridade, é componente fundamental para a produção de nossas identidades.

Para o dito casal, o uso do termo “cidadão” teria soado algo do tipo: eu (agente público) sou a autoridade aqui. Vocês são (apenas) os cidadãos.

A internet abundou em análises sobre o ocorrido, mas, ainda assim, quero retomar o rumo da prosa, olhando o caso sob os óculos de uma sociologia interpretativa. Neste papo, me aproprio do significante “cidadão” para entender o seu deslocamento de significado, chegando ao ponto onde ele passa a ser percebido como ofensivo, sobretudo para as pessoas sem sobrenome proeminente, mas com titulações para chamar de sua. Explicarei mais à frente.  De entrada, já informo que deixo de lado os aparatos normativos que definem o que é um “cidadão”. Também deixo a ideia de “cidadão de bem”, afinal esta é uma revista de família. Meu foco é o uso do termo como categoria que possui múltiplos significados cotidianos, atualizado em vivências históricas. Vamos lá?

Muita gente criticou – e com razão – o casal, cuja reação é condenável sob muitos aspectos. Moralmente irresponsável e grosseira, expõe a vida dos outros ao contágio num contexto da pandemia onde usar máscara e manter o distanciamento deveriam ser atos imperativos. Ainda assim, quero lhe provocar, leitor/a, pois não é de todo equivocada a ideia de que o termo cidadão carrega conotações negativas. Afinal, você que me lê, quer mesmo ser chamado “cidadão”? Olhemos no retrovisor.

Lá na Grécia Antiga, diz o vivíssimo Jürgen Habermas de “A mudança estrutural da esfera pública”, surgiu uma esfera pública distinta do domínio privado, associado à família.  Na polis, o termo “cidadão” remetia à participação politica mediante à conversação (léxis). A esfera era pública porque podia ser acessada e conhecida por todos que fossem cidadãos gregos.  No entanto, sabemos desde o ensino médio, o tal cidadão grego era sempre homem e livre. Na prática, portanto, a vivência da cidadania construía os seus Outros, não-cidadãos, incluídos de forma precária na cidade, visto que não podiam expor diretamente a sua palavra política no espaço público. Pegou a visão? Se não pegou, pegue, pois daqui para frente preciso que você se pergunte por que a vivência cidadã parece conferir um status diferenciado ao seu portador?

Muito depois, no seio da concepção liberal, filósofos como Hobbes (1588-1679) e Locke (1632-1704), dariam sustança ao sentido moderno de cidadania. Para Hobbes, os indivíduos abriam mão de parte de sua liberdade, numa espécie de “pacto de submissão” onde caberia ao Estado, soberano, frear o estado de natureza e delimitar o arbítrio da ação humana, garantindo direitos mínimos como a vida e a propriedade privada.  Já Locke, que se afasta da teoria hobbesiana, entendia os indivíduos como nascidos livres e racionais, detentores da soberania sobre si. Segundo ele, o único estado de natureza cabível é o da liberdade e a razão, entendida como capacidade de pensar.

O aspecto central para o qual quero chamar a atenção é que em ambos, Locke e Hobbes, a definição do cidadão tem carga semântica positiva, mas traz consigo os seus Outros, negativos, porém fundamentais. Formulando ideias no contexto de expansão mercantil, esses filósofos pensaram num humano a partir do espelho invertido do Outro, africano. Para Locke – sócio da Royal African Company, companhia que explorava o tráfico negreiro –, por exemplo, a figura desse Outro se estendia até aos loucos que, dada a sua condição de desrazão, seriam uma ameaça ao ordenamento civil racional. 

No clássico estudo “Cidadania, classe social e status”, o sociólogo Thomas H. Marshall propõe uma periodização que hoje é mais ou menos regra nos estudos sobre o tema. Olhando o contexto inglês, ele afirmou que a cidadania é a junção complexa de direitos conquistados ao longo do tempo. No caso inglês, vieram primeiro os direitos civis (conquistados no século XVIII, asseguram a vida, a liberdade e a igualdade); os direitos políticos (do século XIX, se referem à participação dos cidadãos na esfera decisória); os direitos sociais (presentes no século XX, asseguram as condições de vida e bem-estar social). Se para os ingleses da metrópole, a vivência cidadã existiu em maior ou menor grau, faltou ao sociólogo pensar como a cidadania inglesa esteve assentada nos Outros, não-cidadãos ou cidadãos de segunda categoria, residentes na metrópole, ou no território do grande Império Britânico. Sendo mais radical, talvez a cidadania inglesa só fosse possível por causa deste Outro, colonizado.  Corta para o Brasil. 

Ao contrário do contexto inglês, no Brasil vieram primeiro os direitos sociais, direito políticos e só depois os direitos civis.  É o que diz o historiador José Murilo de Carvalho, em “Cidadania no Brasil: o longo caminho”. Amarrados ao cordão umbilical das consequências do escravismo, e pela nossa modernização tardia, esses direitos “cidadãos” só foram incorporados depois de 1930. Também nunca se realizaram plenamente, senão por lampejos ocorridos entre idas e vindas de regimes autoritários e democracias precárias. Por aqui, os direitos se confundem com privilégios, senão na letra da Lei, certamente nas condições de acesso e efetivação da mesma. Note, caro/a leitor/a, uma diferença importante. Agora o significante “cidadania” já não alude ao Outro, não cidadão, mas a um tipo distinto de cidadania, que é a subcidadania, ou cidadanias de segunda e terceira classe que habitam o mesmo território nacional. Esse é o nosso “cidadão comum”, não no sentido de qualquer pessoa, mas de alguém pior.

Há muito, o antropólogo Roberto Da Matta fala que em sociedades fortemente hierarquizadas como a nossa, um sobrenome prestigioso orienta o sentido das relações em espaços públicos. E quando “falta sobrenome”, preenchemos a ausência com títulos derivados de diplomas e afins. É o tal “você sabe com quem está falando?”, mobilizado pelo nosso casal de engenheiros. Junto a tudo isso, penso, estão os racistas que usam as cores de pele como patrimônio orientador da dinâmica socioespacial. Na luta por algum tipo de reconhecimento positivo, não-brancos podem comprar e pagar caro pela meritocracia, recorrendo a outros tipos/intensidade de autoafirmação. Mas, se você é não-branco, o apelo conservador ao “sabe com quem você está falando?” não é funcional.  Resta o ressentimento frente a tentativa frustrada e distorcida de “ser alguém” no espaço público, onde “o alguém” é ser branco, que não precisa ser cidadão.  Sim, somos modernos, racistas e hierárquicos, tudo ao mesmo tempo agora.

Qualquer interação social é simbólica.  Produz enquadres que definem situações de interação orientadas por e para pessoas tipificadas pelo que aparentam, dizem e o lugar onde se encontram, produzindo claras consequências materiais.  Tendo em vista esse balaio de gatos das relações sociais, o caso em análise nos permite imaginar alguns desdobramentos interacionais possíveis, a saber: se o casal tivesse sobrenome prestigioso e nenhum título, ou se tivesse sobrenome e título, poderia reivindicar status usando essas “honrarias”, ou talvez – o que é mais provável – nem estivessem ali, passíveis àquele tipo de repreensão pela autoridade pública. Ricos passam ao largo do debate sobre cidadania.

Já se não tivessem sobrenome prestigioso e nem titulações meritocráticas, dificilmente o casal protestaria contra a alcunha, aceitando-a, ou – o que é mais provável – estaria em um espaço onde mudaria o teor da abordagem e/ou o tipo de autoridade a abordar. Nesse lugar, eles seriam cidadãos comuns, sub-cidadãos que, volta e meia, ocupam as telas nos jornais de meio dia a se queixar que uma autoridade A ou B não está prestando o serviço que ele, (sub)cidadão, pagador compulsório de impostos, têm direito. Na ausência de uma vivência cidadã ampla, lhes resta uma concepção mercadológica de cidadania, meramente individual e instrumental. Negativa, portanto.

Já o nosso casal de engenheiros tem honrarias meritocráticas, mas não um sobrenome prestigioso. Esse “status conquistado”, para usar o termo de Erving Goffman, serve de enunciação que os distancia do cidadão comum, assim como da própria autoridade, um “mero” servidor público. O fato de um dos membros do casal – o homem – ser negro, e a autoridade ser um homem branco, abre mais uma nuance para interpretar essa interação.  Teríamos ali uma fala ressentida? Não sei, mas suspeito que há algo nesse sentido.

Creio que o reconhecimento dessas ambiguidades ajuda no entendimento das lutas políticas que buscam por fim a essas estratificações sociais, positivando o termo e a vivência cidadã em nosso país, dando a ambos o um sentido coletivo e verdadeiramente democrático. Este é um caminho necessário para que, dentro de um mesmo Estado, a existência do cidadão seja farta, afirmativa e não restritiva. Uma sociedade racializada, meritocrática e capitalista, gera desigualdade, violência e ressentimento. Cidadão não pode ser epíteto de distinção e nem uma afirmação moralista. Mas, enquanto for, provoco: Você quer mesmo ser chamado de cidadão?
